How to play
Each round, players recruit citizens (characters) from hand, each with distinct special abilities. Citizens determine turn order and grant powerful actions: the Merchant generates gold, the Thief steals from rivals, the Assassin eliminates a character for the round, and many others. You use their abilities and the gold they generate to construct districts (buildings) in your growing city. But there's a catch: you must publicly announce which citizen you're recruiting, opening the door to bluffing. Opponents can predict your choice and counter it. The game escalates as you construct more districts and accumulate power. The first player to complete a certain number of districts wins, but the title of Master Builder goes to whoever builds the most majestic city.
